There isn’t a speed limit for motorcycle inner tubes but there should be.
A motorcycle inner tube doesn’t have an effect on the tyre’s speed rating up to 130mph.

The issue with tubes compared to a regular radial tubeless tyre is that when a tube fails it will lose pressure instantly. So while you can run inner tubes in your KTM SuperAdventure 1290S to enable you to reduce the pressures when riding off road, you should consider the consequences of a blow-out at the silly speeds that bike is capable of.
A 130mph front-wheel blow out? You’ll get fed through the central reservation like pork shoulder through a sausage mincer.
Even at 70mph I reckon you’d be very unlikely to stay on the bike if the front tube let go.
With the rear tyre, you’d stand a better chance but I’d rather not wrestle a KTM 1290 from 80mph down to 10mph in the outside lane, with 3psi in the rear tyre. I get my kicks elsewhere, thanks.
So please, if you do run inner tubes, don’t take the p*** on the road because it’ll bite you on the arse if you do.
