A motorcycle inner tube doesn’t have an effect on the tyre’s speed rating up to 130mph.
We can’t think of many bikes that could sensibly run tubes that you’d want to do more than 130mph on. You’re certainly not going to do that on your Ducati Multistrada 1260 off-road and while it might be capable of doing that on the road, it’s unlikely.
However if you do run your tubes at over 130mph you should take your tyre’s speed rating and move it down the rating below. For example a W would become a V. Then a V would become an H, etc.
But take it from us: don’t run tubes at over 130mph, they’ll be scraping bits of you off the road for a good half-mile if the tube lets go.
